- Citizenship: U.S. citizen or permanent resident
- Graduate of a Texas high school or Texas homeschool; enroll at a participating university the next fall; nominated by the university.
- Homeschool: the Terry Foundation FAQ says graduates of a Texas homeschool are eligible. (preferred, not required)
Homeschool students: the sponsor says homeschoolers can apply.
