- Citizenship: U.S. citizen or permanent resident
- No prior bachelor's degree (Workforce Pell for short programs starts July 1, 2026 and may allow degree holders).
- Homeschool graduates qualify if the homeschool is treated as a home or private school under state law (FSA Handbook). (preferred, not required)
Homeschool students: the sponsor says homeschoolers can apply.
