Conditional scholarship for students appointed by the governor, lieutenant governor or a state legislator who take ROTC or another officer program and then serve in the military, Texas Guard, Coast Guard or Merchant Marine. It becomes a loan if the conditions are not met.

Who can apply
- For seniors
- For college students (preferred, not required)
- Military: ROTC or officer commissioning program; later service commitment
- GPA of at least 3.0
- Appointment by a Texas elected official required; first-year students need a 3.0 high school GPA or TSI college-readiness.
- Homeschool: no high school type rule stated; academic test is a 3.0 HS GPA or meeting TSI college-readiness standards. (preferred, not required)
